Import Duties and Tariffs for Bags: A Wholesale Importer's Guide to China Sourcing
Published: 2026-08-26 | 10 min read
Landed cost - not FOB price - decides whether a bag deal is profitable. Duties, tariffs, and customs fees vary sharply by destination and product type, and a mis-estimate can erase your margin. This guide explains how to estimate import duties and tariffs for bags sourced from China, the HS codes that apply, and how to build a reliable landed-cost model. It pairs with our country-specific how to import bags from China walkthrough.
Why Duties Decide the Deal
Two bags with the same $8 FOB can land at very different costs depending on destination tariff and any trade measures. Building duty into your model early - alongside the handbag duty tariff guide - prevents nasty surprises at the port. This is core to the private label business math.
HS Codes That Apply to Bags
- 4202.12 / 4202.22: trunks, suitcases, and similar - often different rates than handbags.
- 4202.21: handbags with outer surface of leather or composition leather.
- 4202.31 / 4202.32: handbags of textile or plastic.
- Always confirm: the exact code drives the rate; misclassification is a customs risk.
Duty by Destination (Illustrative)
| Destination | Typical Handbag Duty | Notes |
|---|---|---|
| United States | ~8.5% + any Section 301 | Check current Section 301 lists |
| European Union | ~3-4% MFN | Plus VAT at import |
| United Kingdom | ~3-4% + VAT | Post-Brexit tariff schedule |
Rates change; always verify with a licensed broker. Country specifics are in our China import guide and regional pages.
Building a Landed-Cost Model
- FOB: factory price.
- Freight: sea or air to your port; compare in sea vs air and China shipping.
- Duty: CIF value x duty rate.
- VAT / GST: where applicable, often recoverable for B2B.
- Brokerage and handling: customs broker and terminal fees.
For turnkey logistics see door-to-door shipping.
Reducing Duty Legally
- Correct classification: the right HS code avoids both over- and under-payment.
- Free-trade routing: where qualifying, though China-origin limits this.
- Valuation discipline: accurate invoices prevent penalties.

Frequently Asked Questions
What is the typical import duty on bags from China?
US handbag duties are around 8.5% plus any Section 301 measures; the EU and UK are typically 3-4% MFN plus VAT at import. Always confirm current rates with a broker.
Which HS code applies to handbags?
Handbags of leather or composition leather commonly fall under 4202.21, and textile or plastic handbags under 4202.31/4202.32. The exact code drives the rate, so confirm with a classifier.
How do I calculate landed cost?
Start from FOB, add freight to port, duty on the CIF value, VAT or GST where applicable, and brokerage. Build the sheet before you commit to a deal.
Can I reduce import duty legally?
Yes - mainly through correct HS classification, accurate valuation, and using a licensed broker. Routing tricks are limited for China-origin goods, so classification accuracy is the biggest lever.
Do I need a customs broker for the first shipment?
Strongly recommended. A broker prevents misclassification, valuation errors, and port delays that cost far more than their fee.
