REACH Compliance for Bags: AEU Chemical Rules Importers Must Know
Published: 2026-08-26 | 10 min read
REACH is the EU's chemicals regulation and the single most common compliance gate for bags entering the European market. Retailers and marketplaces expect documentation proving your bags are free of restricted substances - azo dyes, heavy metals, phthalates. This guide covers what REACH restricts, how to test and document, and how to source REACH-compliant bags from China.
What REACH Restricts in Bags
REACH limits substances of very high concern (SVHC) across the product: fabric dyes (azo colourants), hardware (lead, cadmium, nickel release), and plasticisers (phthalates in PVC/PU). It is distinct from a finished-product test mark; see how it relates to CE and REACH context.
Key Substance Groups
- Azo dyes. Certain azo colourants that can release carcinogenic amines are banned in consumer textiles.
- Heavy metals. Lead, cadmium, and nickel-release limits apply to trims and hardware.
- Phthalates. Restricted in soft PVC and some PU coatings.
Testing and Documentation
- Third-party tests. Request EN 14362 (azo), EN 1811 (nickel), and phthalate screening per style.
- Declaration of conformity. Keep a REACH declaration per article on file.
- Layered proof. Pair with OEKO-TEX or bluesign for stronger assurance.
Sourcing From China Compliantly
Ask the factory for a restricted-substances list (RSL) and test reports before bulk. The fundamentals are in our China bag import guide.
Your First Compliant Shipment
- Define the REACH substance list you require (azo, heavy metals, phthalates).
- Request RSL and third-party test reports per style.
- Keep a Declaration of Conformity on file.
- Ship and retain docs for marketplace audits.

Frequently Asked Questions
What does REACH restrict in bags?
It restricts substances of very high concern across the product - azo dyes, heavy metals (lead, cadmium, nickel release), and phthalates in PVC/PU coatings.
Is REACH the same as a CE mark?
No. There is no general CE mark for fashion bags; REACH is chemical legislation, and documentation is expected by EU retailers and platforms.
How do I prove REACH compliance?
Request third-party test reports (azo, nickel, phthalates) and keep a Declaration of Conformity per article.
Does OEKO-TEX cover REACH?
OEKO-TEX Standard 100 tests to a stricter, product-specific substance list that overlaps REACH, giving layered assurance.
Do non-EU imports need REACH?
Only goods placed on the EU market need REACH; for other regions see our duties overview, but many global buyers still ask for it.
Buyer's decision brief: Reach compliance bags eu
Compliance for Reach compliance bags eu is not paperwork for its own sake — it is what keeps your shipment out of a bonded warehouse. The US requires CPSIA testing for children's products and California Prop 65 warnings for listed substances; the EU requires REACH compliance on chemicals and, for leather, restrictions on chromium VI. Retailers and marketplaces increasingly ask for these documents before they will list your product, and customs authorities can request them on arrival.
Social-compliance audits (BSCI, SEDEX/SMETA, Disney FAMA) answer a different question: whether the factory that made Reach compliance bags eu meets labour and safety standards. Big-box retailers and most publicly listed brands require a valid audit before onboarding a supplier. If you sell on your own channels, you may not need one today — but if a retail buyer ever asks, having an audited factory lined up is the difference between a deal and a lost season.
Key parameters at a glance
| Market | Key requirement for bags |
|---|---|
| USA | CPSIA (children's items) · California Prop 65 · FTC labelling of country of origin & fibre content · UFLPA supply-chain due diligence |
| European Union | REACH (SVHC list, chromium VI for leather) · EU textile labelling · GPSR for consumer product safety |
| United Kingdom | UK REACH · UKCA marking where applicable |
| Canada | Textile Labelling Act · bilingual labelling for Quebec |
| Gulf (GCC) | G-Mark / SASO depending on destination and product class |
| Social audits | BSCI · SEDEX/SMETA 4-pillar · Disney FAMA · ISO 9001 / 14001 / 45001 |
| Material schemes | GRS (recycled) · OEKO-TEX Standard 100 · LWG-rated tanneries |
Mistakes buyers make with Reach compliance bags eu
- Assuming a factory certificate covers your product — audits cover the facility, testing covers the item.
- Waiting until the goods are at port to discover a labelling requirement.
- Using a Prop 65 warning as a substitute for actually testing the material.
- Not keeping test reports on file; they are usually valid for one year and buyers will ask for the current one.
